First 5 San Bernardino and Proposition 10

The Children and Families Commission for San Bernardino County (First 5 San Bernardino) was created in December 1998 in order to realize the benefits of Proposition 10 (California Children and Families Act) for the County’s youngest residents and their families. The act created a system of programs for the purpose of promoting, supporting, and improving the early development of children from the prenatal stage to five years of age.

Current Budget

First 5 San Bernardino’s budget for the current fiscal year 2022 (covering the time period of July 1, 2021, through June 30, 2022) is provided in the link below.  This budget reflects investments being made on behalf of the youngest children in San Bernardino County.  First 5 embraces the opportunity to continue investing in our children within a whole child, whole family and whole community agenda.  While continuing to support the building of a comprehensive system of care, and guided by its Strategic Plan, the First 5 San Bernardino Commission is committed to investments that achieve specific outcomes for the well-being of children and families.
